Graham has specialised in Public Private Partnerships and Joint Ventures since 1996. Before joining TPP Law Limited as a Director, Graham was the lead projects lawyer in the City office of Eversheds.


Graham started his legal career in local government. He has a particular interest in education schemes, and is currently engaged on a number of major education projects, with schools, academies, LEAs and the higher education sector.

He specialises in complex public sector procurements and major commercial transactions handling a broad range of commercial and legal issues.

Graham has substantial and leading-edge experience of major and complex public private partnership deals, including completing the largest schools partnership contract in England for Northamptonshire County Council.

Graham has extensive experience of leading teams on  major public procurement exercises, and has particular expertise in local authority legal matters.

In 2010 Graham acted as lead advisor on the establishment of a Local Education Partnership at The London Boroughs of Lambeth and Ealing together with acting as lead advisor to the wave 4 and 6 schools with the Kent BSF programme. He has a particular interest in school PFI schemes, and is currently acting on a growing number of conversions of PFI schools to academies.

Graham has a developing practice in the academies sector, acting for both sponsors and authorities in the establishment of new types of school. He is the leading lawyer to free school proposers, and recently acted for the West London Free School on the very first free school funding agreement.
