The legislation will establish a School Support Staff Negotiating Body, for school support staff in state-funded schools in England.  

The SSSNB is intended to be a dedicated forum for negotiating pay, terms and conditions for school support staff. 

A consultation ran from 11 June – 18 July 2025 and can be found here. It sought evidence and views on:

  • How to define ‘school support staff’, to confirm which staff are within the SSSNB’s remit.
  • A call for evidence on the pay and terms and conditions on which school support staff are currently employed.
  • Whether agency workers should be included in the scope of the SSSNB in future legislation (this would inform future primary legislation, not the

Employment Rights Act or related secondary legislation).

A response is due in Autumn 2025.
