The 2025 School Teachers’ Pay and Conditions Document (STPCD) has now been published. It comes in to force on 1 September 2025 when it will replace the 2024 version of the Document.

This is statutory guidance for local authority maintained schools in England, although many academies and multi academy trusts also comply with it, as it may be referenced in contracts of employment.
The changes this year are:
2025 pay award
In line with the recommendations in the School Teachers’ Review Body’s (STRB) 35th report, from 1 September 2025 a 4% increase will be applied to all pay and allowance ranges and advisory points.
Changes to TLR1 and TLR2 payments: Greater flexibility from September 2025
From 1 September 2025, schools and trusts will gain greater flexibility in determining the value of Teaching and Learning Responsibility (TLR1 and TLR2) payments. Payments may be based on the proportion of responsibility undertaken, rather than strictly applying the pro-rata principle. This will allow part-time teachers to receive TLR payments that reflect their actual duties, and enables full-time teachers to share TLR roles with others.
Looking ahead, from 1 September 2026 for those schools and trusts that comply with the STPCD, it will become mandatory for all TLR1 and TLR2 payments to be determined based on the proportion of full-time equivalent responsibility undertaken.

Flexible working
The guidance section of the STPCD (section 3) has been amended to give further information on flexible working with links to DfE guidance and a practical toolkit to help schools implement flexible working arrangements.
